The chapter „Mission-oriented policy as a catalyst for transition to a circular economy“ co-authored with Jurgita BruneckienėViktorija Varaniūtė and Justina Banionienė has been published in the Routledge Handbook of Catalysts for Sustainable Circular Economy. Many thanks to Leena Aarikka-Stenroos for inviting us to contribute, Ida Parkinen for communication,  and the the whole editorial team Hanna Lehtimaki,  Leena Aarikka-Stenroos, Ari Jokinen, and Pekka Jokinen.

In this chapter  of the book, we have drawn on our experience of working with Lithuanian policy makers in the Strategic Working Group of the Circular Economy Action Plan.

  • Considering that systemic circular transition is challenging, we provide an overview and conceptualisation of how mission-oriented policy can act as a catalysing factor in the transition to a circular economy.
  • Mission-oriented policies generally involve a large diversity of stakeholders who can influence not only policy agendas and well-established innovation systems but also society as a whole, including companies, consumers, and local communities.
  • We explore the case of Roadmap for Lithuania’s Industrial Transition to a Circular Economy, which was the first co-creation project in Lithuania and can be considered an interesting example of a mission-oriented policy to catalyse the circular transition in Lithuania. We provide insights and key multi-level scale challenges for the transition to the circular economy from a public sector perspective.
